Staff Selection Commission will hold an open competitive Computer Based Examination for recruitment of Junior Engineers Group-\u201eB\u201f (Non-Gazetted) posts, in Level-6 (Rs.35400-112400\/-) of pay matrix of 7th CPC w.e.f. 5th January 2018 to 08th January 2018.<\/p>\n

2. Detail of Posts:<\/strong><\/h2>\n

<\/p>\n

Vacancies:<\/strong> It may please be noted that the number of vacancies in the organisations listed below have not been finalised. The list of organisations may also undergo a change depending upon vacancies available therein, before processing of results.<\/p>\n

Only male candidates are eligible for the posts of Junior Engineers in Director General Border<\/p>\n

Roads Organisation (BRO), Ministry of Defence.<\/p>\n

3. Reservation: <\/strong><\/h2>\n

Reservation for SC\/ ST\/ OBC\/ ExS\/ PH etc. categories is available as per extant Govt. Orders and as<\/p>\n

communicated by the departments reporting vacancies.<\/p>\n

The posts have been identified suitable for the persons suffering from disabilities of forty percent<\/p>\n

(40%) and above of One Arm (OA), One Leg (OL), Hearing Handicapped (HH) as per guidelines of<\/p>\n

Ministry of Social Justice and Empowerment.<\/p>\n

<\/a><\/p>\n

4. Nationality \/ citizenship: <\/strong><\/h2>\n

A candidate must be either:<\/p>\n

(a) a citizen of India, or<\/p>\n

(b) a subject of Nepal, or<\/p>\n

(c) a subject of Bhutan, or<\/p>\n

(d) a Tibetan refugee who came over to India before the 1st January 1962 with the intention of permanently settling in India, or<\/p>\n

(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania(Formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently setting in India.<\/p>\n

Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.<\/p>\n

A candidate in whose case a certificate of eligibility is necessary may be admitted to the Examination but the offer of appointment will be given only after the necessary eligibility certificate has been issued to him by the Government of India.<\/p>\n

4-A. Age Limit as on 1st<\/sup> January 2018<\/p>\n

<\/p>\n

<\/p>\n

Candidates should note that the Date of Birth as recorded in the Matriculation\/Secondary Examination Certificate or an equivalent certificate only will be accepted by the Commission for determining the age and no subsequent request for its change will be considered or granted.<\/p>\n

 <\/p>\n

Candidates are advised to opt only for such posts for which they have the qualification and are within the prescribed age limits. Permissible relaxation of upper age limit prescribed under para 4 above and Category Codes for claiming age relaxation as on date of reckoning:-<\/p>\n

<\/p>\n

Ex-Servicemen who have already secured employment in civil side under Central Government on regular basis after availing of the benefits of reservation given to ex-Servicemen for their re-employment are NOT eligible for fee concession. However, he\/she can avail the benefit of reservation as ex-Serviceman for subsequent employment if he\/she immediately after joining civil employment, given self declaration\/undertaking to the concerned employer about the date-wise details of application for various vacancies for which he\/she had applied for before joining the initial civil employment as mentioned in the OM No.36034\/1\/2014-Estt. (Res) dated 14th August 2014 issued by DOP&T.<\/p>\n

 <\/p>\n

The period of “Call up Service” of an ex-Serviceman in the Armed Forces shall also be treated as<\/p>\n

service rendered in the Armed Forces for purpose of age relaxation, as per rules.<\/p>\n

The post of Junior Engineer being a Group \u201eB\u201f post, there is no reservation for ex-Servicemen category. However, benefit of age-relaxation will be admissible to ex-Servicemen candidates, as per extant Govt. Orders.<\/p>\n

<\/p>\n

An ex-Serviceman means a person:- <\/strong><\/p>\n

(i) who has served in any rank whether as a combatant or non combatant in the Regular Army,<\/p>\n

Navy and Air Force of the Indian Union,and<\/p>\n

(a) who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension, or<\/p>\n

(b) who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension:<\/p>\n

or<\/p>\n

(c) who has been released from such service as a result of reduction in establishment.<\/p>\n

Or<\/p>\n

(ii) who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, or discharge on account of misconduct or inefficiency and has been given a gratuity, and includes personnel of the Territorial Army, namely pension holders for continuous embodied service or broken spells of qualifying service.<\/p>\n

or<\/p>\n

(iii) personnel of the Army Postal Service who are part of Regular Army and retired from the Army Postal Service without reversion to their parent service with pension, or are released from the Army Postal Service on medical grounds attributable to or aggravated by military service or circumstance beyond their control and awarded medical or other disability pension.<\/p>\n

or<\/p>\n

(iv) Personnel, who were on deputation in Army Postal Service for more than six months prior to the 14th April, 1987.<\/p>\n

or<\/p>\n

(v) Gallantry award winners of the Armed forces including personnel of Territorial Army.<\/p>\n

or<\/p>\n

(vi) Ex-recruits boarded out or relieved on medical ground and granted medical disability pension.<\/p>\n

 <\/p>\n

5. Process of certification and format of certificates: <\/strong><\/h2>\n

Candidates may also note that in respect of the above, their candidature will remain provisional till the veracity of the concerned document is verified by the Appointing Authority.<\/p>\n

Candidates are cautioned that they may be permanently debarred from the examination conducted by the Commission in case they fraudulently claim SC\/ST\/OBC\/ExS\/PH(PwD) status. Candidates who wish to be considered against vacancies reserved or seek age-relaxation must submit requisite certificate from the competent authority, in the prescribed format, whenever such certificates are sought by concerned Regional \/ Sub-Regional Offices at the time of Document Verification. Otherwise, their claim for SC\/ ST\/ OBC\/ PH (PWD)\/ ExS status will not be entertained and their candidature \/ applications will be considered under General (UR) category. The formats of the certificates are annexed. Certificates in any other format will not be accepted. A person seeking appointment on the basis of reservation to OBCs must ensure that he\/she possesses the caste \/ community certificate and does not fall in creamy layer on the crucial date. The crucial date for this purpose will be the closing date for receipt of online application i.e. 17-11-2017.<\/p>\n

6. Essential Educational Qualifications (as on 01-01-2018):<\/strong><\/h2>\n

For list of equivalent qualifications as approved by CPWD\/AICTE, refer to Annexure-X.<\/p>\n

 <\/p>\n

As per Ministry of Human Resource Development Notification dated 10.6.2015 published in Gazette of India all the degrees\/diplomas\/certificates including technical education degree\/diploma awarded through Open and Distance Learning mode of education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grant Commission Act 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government provided they have been approved by the Distance Education Bureau, University Grant Commission.<\/p>\n

 <\/p>\n

All candidates who are called for documents verification will be required to produce the relevant Certificates in Original such as Mark sheets, Provisional Degree\/Diploma Certificate, etc. as proof of having acquired the minimum educational qualification on or before 01-08-2018 failing which the candidature of such candidate will be cancelled by the Commission. The candidates who are able to prove, by documentary evidence that the result of the qualifying examination was declared on or before the cut off date and he\/she has been declared passed, will also be considered to have met the required educational qualification.<\/p>\n

ExS who have done various courses from Armed Forces which are certified by Competent Authority to be equivalent to Diploma in Civil\/Mechanical\/Electrical Engineering are eligible to appear in the Examination.<\/p>\n

7. Mode of payment of fee payable Rs.100\/- (Rupees One Hundred only). <\/strong><\/h2>\n

Candidate may note that only online application will be accepted at http:\/\/ssconline.nic.in.<\/p>\n

Fee paid in respect of online applications through SBI Challan \/ Net banking and any credit and debit cards will be accepted.<\/p>\n

Women candidates and candidates belonging to Scheduled Caste, and Scheduled Tribes, Physically handicapped and Ex-Servicemen eligible for reservation are exempted from paying fee, as per rules\/instructions of Department of Personnel and Training, Government of India.<\/p>\n

Fee once paid will not be refunded under any circumstances.<\/p>\n

8. Details of Regional \/ Sub-Regional Offices:-<\/strong> Correspondence relating to non-receipt of Admission Certificate etc and other grievances should be sent to concerned Regional\/Sub Regional Offices, of the Commission, details of which are as under :-<\/p>\n

<\/p>\n

<\/p>\n

No change of centre of Examination will be entertained under any circumstances. Hence, the candidates should select the centres carefully and indicate the same correctly in their applications.<\/p>\n

The Commission reserves the right to cancel any Centre and ask the candidates of that centre to appear from another centre. Commission also reserves the right to divert candidates of any centre to some other Centre to take the examination.<\/p>\n

9. Scheme of Examination:<\/strong><\/h2>\n

<\/p>\n

<\/p>\n

In Paper-I and Paper-II for General Engineering, the candidate will be required to attempt only the part as per option given in column 13 of the application form filled by the candidate. In other words, the candidates appearing for the post of Junior Engineer (Civil), Junior Engineer(Quantity Surveying & Contract) should attempt Part A (Civil & Structural) of Paper-I and Paper-II and the candidates appearing for the post of Junior Engineer (Electrical) should attempt Part-B (Electrical) and the candidates appearing for the post of Junior Engineer (Mechanical) should attempt Part C (Mechanical) of Paper-I and Paper-II failing which his\/her answer sheet (Paper-II) will not be evaluated.<\/p>\n

Candidates are allowed to bring their own Slide\u2013Rule, Calculator, Logarithm Tables and Steam Table for Paper-II only. They are not allowed to use such aids for Paper-I.<\/p>\n

Paper-I will consist of Objective Type Multiple Choice questions only. Candidates who are shortlisted on the basis of performance in Paper \u2013I will be called for Paper-II (Conventional Type).<\/p>\n

Candidates are not permitted to use Mobile Phone or any other electronic \/ electrical device other than those specifically permitted. Candidates must not, therefore, bring Mobile Phone or any other electronic \/electrical device not specifically permitted inside the Examination premises. Possession of these items, whether in use or not, will be considered as \u201cuse of unfair means\u201d in the Examination and candidature of such candidates will be cancelled forthwith. Such candidates are also liable for debarment upto a period of 3 years and\/or criminal prosecution.<\/p>\n

There will be negative marking of 0.25 marks for each wrong answer in Paper-I. Candidates are, therefore, advised to keep this in mind while answering the questions.<\/p>\n

Answer Keys will be placed on the Commission\u201fs website after the Examination. Candidates may go through the Answer Keys corresponding to their Test Form and submit representations, if any, within the time limit given by the Commission through on-line modality only, on payment of Rs. 100\/- per answer. Any representation regarding Answer Key received within the time limit fixed bythe Commission at the time of uploading of the Answer Key will be scrutinized and the decision of the Commission in this regard will be final. No. representation regarding Answer Keys shall be entertained, afterwords.<\/p>\n

10. Indicative Syllabus <\/strong><\/h2>\n

The standard of the questions in Engineering subjects will be approximately of the level of Diploma in Engineering (Civil\/ Electrical\/ Mechanical\/Electronics) from a recognized Institute, Board or University recognized by All India Board of Technical Education. All the questions will be set in SI units. The details of the syllabus are given below:<\/p>\n

Paper-I <\/strong><\/h2>\n

(i) General Intelligence & Reasoning:<\/strong> The Syllabus for General Intelligence would include questions of both verbal and non-verbal type. The test may include questions on analogies, similarities, differences, space visualization, problem solving, analysis, judgement, decision making, visual memory, discrimination, observation, relationship concepts, arithmetical reasoning, verbal and figure classification, arithmetical number series etc. The test will also include questions designed to test the candidate\u201fs abilities to deal with abstract ideas and symbols and their relationships, arithmetical computations and other analytical functions.<\/p>\n

 <\/p>\n

(ii) General Awareness:<\/strong> Questions will be aimed at testing the candidate\u201fs general awareness of the environment around him\/her and its application to society. Questions will also be designed to test knowledge of current events and of such matters of everyday observations and experience in their scientific aspect as may be expected of any educated person. The test will also include questions relating to India and its neighbouring countries especially pertaining to History, Culture, Geography, Economic Scene, General Polity and Scientific Research, etc. These questions will be such that they do not require a special study of any discipline.<\/p>\n
