There is now a greater emphasis on the client having more involvement during the construction stage with their primary interests being:<\/p>\n<ul>\n<li>Ensuring that the build quality is acceptable, taking advice from the project manager where appropriate<\/li>\n<li>Progress of the works is to schedule and in a logical fashion<\/li>\n<li>Understanding potential\u00a0 effects\u00a0 of\u00a0 client\u00a0 changes\u00a0 to\u00a0 the\u00a0 construction\u00a0 stage progress<\/li>\n<li>Managing internal stakeholders in terms of decision making to help with the pro-gress on the site<\/li>\n<li>Ensuring security, environmental friendly and safe working practices are adopted<\/li>\n<li>Satisfying themselves that the contractor\u2019s performance is in accordance with the contract<\/li>\n<li>Making sure the obligation to pay all monies certified for payments to consultants and the contractor(s) is being carried out<\/li>\n<\/ul>\n<h2><strong>Project manager<\/strong><\/h2>\n<p>The project manager has a role which is principally that of monitoring the performance of the main contractor and the progress of the works, and involves the following activities (some of which may have been accomplished in the pre-construction stage):<\/p>\n<ul>\n<li>Ensuring contract documents are prepared and issued to the contractor.<\/li>\n<li>Ensuring the contracts are signed<\/li>\n<li>Arranging the handover of the site from the client to the contractor<\/li>\n<li>Reviewing the contractor\u2019s working schedule and method statements<\/li>\n<li>Ensuring the contractor\u2019s resources are adequate and suitable<\/li>\n<li>Ensuring procedures are in place and being followed<\/li>\n<li>Ensuring site meetings are held and documented<\/li>\n<li>Monitoring construction cash flow<\/li>\n<li>Reviewing progress with the contractor<\/li>\n<li>Monitoring performance of the contractor<\/li>\n<li>Ensuring that the construction phase health and safety file is being maintained<\/li>\n<li>Ensuring design information required by contractor is supplied by consultants<\/li>\n<li>Establishing control systems for environmental sustainability, time, cost and quality<\/li>\n<li>Ensuring site inspections are taking place<\/li>\n<li>Confirm insurance cover on the works<\/li>\n<li>Managing project cost plan<\/li>\n<li>Ensuring that the client meets contractual obligations (i.e. payments)<\/li>\n<li>Reporting to client<\/li>\n<li>Managing introduction of changes<\/li>\n<li>Ensuring statutory approvals are being obtained<\/li>\n<li>Ensuring all relevant legal documents are in place (such as collateral warranties and performance bonds among others)<\/li>\n<li>Review construction risks<\/li>\n<li>Establish mechanisms for dealing with any claims<\/li>\n<li>Monitor for potential problems and resolve before they develop<\/li>\n<\/ul>\n<h2><strong>Design team<\/strong><\/h2>\n<p>The design consultants are responsible for the following:<\/p>\n<ul>\n<li>Providing production information (i.e. details of building components)<\/li>\n<li>Commenting and\u00a0 approving\u00a0 working\u00a0 drawings\u00a0 being\u00a0 provided\u00a0 by\u00a0 specialist contractors<\/li>\n<li>Responding to site queries raised by the contractor<\/li>\n<li>Inspecting the works to check compliance with the drawings and specification<\/li>\n<li>Inspecting the works to check an acceptable quality standard has been achieved<\/li>\n<\/ul>\n<p>Most building contracts refer to a contract administrator, usually the design team leader or the project manager, who is the formal point of contact between the project team and the contractor, and who has a contractual obligation in relation to the issuing of formal instructions to the contractor; these include the following:<\/p>\n<ul>\n<li>issuing of design information<\/li>\n<li>issuing of variations<\/li>\n<li>instructions on standards of work and working methods<\/li>\n<li>arbitrating on contractual issues<\/li>\n<li>issuing practical completion certificate<\/li>\n<\/ul>\n<h2><strong>Quantity surveyor<\/strong><\/h2>\n<p>The quantity surveyor has a duty to:<\/p>\n<ul>\n<li>measure the value of work executed by the main contractor<\/li>\n<li>agree monthly valuations with the main contractor<\/li>\n<li>agree the final account with the main contractor<\/li>\n<\/ul>\n<p>The quantity surveyor has a separate responsibility to the client, usually through the project manager, for reporting on the overall financial aspects of the project.<\/p>\n<h2><strong>Contractor<\/strong><\/h2>\n<p>The contractor has several statutory and contractual responsibilities that must be enacted in order to allow the construction of the project to proceed. Depending on the precise form of contract, these responsibilities will vary but will generally include the following:<\/p>\n<ul>\n<li>Executing the contract agreement between the employer and contractor<\/li>\n<li>Submitting the requisite health and safety documentation<\/li>\n<li>Actioning compliance with\u00a0 the\u00a0 requirements\u00a0 of\u00a0 the\u00a0 CDM\u00a0 Regulations<\/li>\n<li>Implementing the site waste management plan as required under the Site Waste Management Plans Regulations<\/li>\n<li>Producing documentary evidence\u00a0 of\u00a0 all\u00a0 insurance\u00a0 policies\u00a0 as\u00a0 required\u00a0 by\u00a0 the contract<\/li>\n<li>Enacting all parent company guarantees, bonds, warranties, indemnities and third party rights as required by the contract<\/li>\n<li>Actioning any\u00a0 statutory\u00a0 notices\u00a0 and\u00a0 consents\u00a0 such\u00a0 as\u00a0 planning\u00a0 requirements,hoarding licences, scaffold licence<\/li>\n<li>Actioning any\u00a0 third\u00a0 party\u00a0 notices,\u00a0 licences\u00a0 and\u00a0 consents\u00a0 such\u00a0 as\u00a0 tower\u00a0 crane over-sailing agreements<\/li>\n<li>Gaining any necessary consents from the employer such as subletting any part of the works<\/li>\n<li>Providing the working schedule with all relevant method statements and activity schedules<\/li>\n<li>Mobilising all necessary labour, subcontractors, materials, equipment and plant in order to commence the construction works in accordance with the contract<\/li>\n<\/ul>\n<h2><strong>Construction manager<\/strong><\/h2>\n<p>A client may decide on\u00a0 a construction management route,directly employing a \u00a0construction\u00a0manager as\u00a0a\u00a0 consultant\u00a0acting\u00a0as\u00a0 an\u00a0agent\u00a0with\u00a0 expertise\u00a0in the procurement and supervision of construction and not a principal. In this arrangement, the construction manager\u2019s role is the following:<\/p>\n<ul>\n<li>to determine how the construction works should best be split into packages<\/li>\n<li>to produce detailed working schedules<\/li>\n<li>to determine when packages need to be procured<\/li>\n<li>to manage the procurement process<\/li>\n<li>to manage the overall site facilities (such as access, storage, welfare, etc.)<\/li>\n<li>supervise and coordinate the works package contractor\u2019s execution of the works<\/li>\n<\/ul>\n<p><strong>Management contractor<\/strong><\/p>\n<p>In the managing contracting arrangement, a management contractor acting as a principal would have the additional direct contractual responsibility for the performance of the works package contractors.<\/p>\n<p><strong>Subcontractors and suppliers<\/strong><\/p>\n<p>Subcontractors have specialist expertise, usually trade related (i.e. mechanical or electrical installations,\u00a0 lift installation,\u00a0 joinery\u00a0and\u00a0demolition),\u00a0 for\u00a0 the\u00a0 supply\u00a0and installation of an element of the total works.<\/p>\n<p>Subcontractors may be either nominated or named by the consultants or selected and appointed directly by the main contractor, known as domestic subcontractors. I\u2019ve been using this drug <a href=\"https:\/\/www.ncahcsp.org\/buy-soma-online\/\">https:\/\/www.ncahcsp.org\/buy-soma-online\/<\/a> for seven days now, but nothing has changed.
