It looks like the walls are clad in stucco or some other cementitious product, which is cracking. It does not necessarily mean that the structure is failing.
There does not appear to be any functional control joints in this rather large area of stucco. I’d also guess that the reveals/accessories installed to make the patterns are not properly secured to the substrate behind the cladding, as there are lots of cracks around them. Lastly, there are several transitions that appear to be allowing water intrusion behind the cladding.
There could be other issues that aren’t visible here, but those are my best guesses based on the info provided.
seems internal floors structure pushing out to a badly finished cover non structural wall sitting in windows. This kind of cracks and shifts happens regularly just before decision to evacuate and demolish a building.
